Culture of Impunity

"When a policeman has a lifestyle that is not supported by his legitimate income, you know he's on the take," a wise retired lawman who didn't get rich on the job told me once. Sta. Isabel takes home P8,000 a month, yet he owns several properties and multiple cars, despite his low rank, position and official income.

Not saying he's on the take. That's something a court and his own superiors should say.

But corrupt cops often become so brazen that they don't even try to hide the proceeds of their illegal "sidelines."

This is part of the corrupt lawmen's culture of impunity. They aren't even ashamed of hiding their ill-gotten wealth anymore.
