No, the Duterte Admin is using high profile crooks to get crooks bigger than high profile crooks and make sure they are brought to justice.

Napoles may be a high profile crook, but letting her off the hook in another case (alleged illegal detention of Luy) will make her key to jailing the biggest crooks, those who've higher culpability because they were/are elected government officials involved in the most important case, the biggest corruption scandal to rock the Philippine government post-EDSA (PNoy and the Liberal Party's role in the PDAF scam).

It's a concession that needs to be made, the price we have to pay to get to the bottom of things.
