The 1.3 billion could constitute only what Andy's wife discovered. If the yellows paid Leni Robredo 2 billion just so that she would agree to run alongside Mar (this does not include their election war chest and what they had to pay COMELEC-Smartmatic to make sure that 1. Leni wins, 2. Mar places second to Duterte, and 3. seven of their Senators make it to the Magic 12), do you think Andy Bautista being the COMELEC Chairman will satisfy himself with just a billion pesos? Even before this shit came out, there have been rumors circulating that Andy's minimum take is 2.5 B. Take note: 2.5 billion. MINIMUM.
